The rule this uses

Base-build handover has to complete six months before the merchant opens — that is the fit-out window a retail merchant needs, and it is the date the whole construction programme is really being judged against. The recommended date adds a three-month buffer, because handover dates move and opening dates do not.

Two published dates, no invented stage durations. Inside Handoverr the buffer stops being a rule of thumb: it is measured against the handovers your own estate has already completed, so the figure is yours rather than a convention.
